Revisions of Boone County’s Flood Plain Management Ordinance

Boone County’s Existing Flood Plain Management Ordinance was adopted on January 6, 1993 as part of the County’s efforts to comply with Federal Emergency Management Agency (FEMA) regulations, and therefore be eligible to participate in the National Flood Insurance Program (NFIP). This program enables private property owners the opportunity to purchase Federal Flood Insurance. This original ordinance referenced a Flood Hazard Boundary Map, dated May 9, 1978, as the document to identify areas within the 100-year floodplain. It is within these identified areas where construction or development must comply with the contents of the Flood Plain Management Ordinance. Later, the terminology for this map changed and it became known as a Flood Insurance Rate Map (FIRM), with a date of September 1, 1996.

At this time, to remain compliant with FEMA regulations and to remain eligible for the NFIP, Boone County needs to update its Flood Plain Management Ordinance. The revised ordinance will reference a new FIRM, with a date of May 3, 2011, as the document that identifies areas within the 100-year floodplain throughout Boone County. All other changes in the language of the revised ordinance are highlighted in yellow, which can be seen in the link below. These changes cannot be removed from the revised ordinance. They must be included so the ordinance complies with the NFIP. Documentation supporting this can be viewed in the Boone County Engineer’s office. Copies of the old and new FIRM maps can also be viewed at the Boone County Engineer’s Office.

The Boone County Board of Supervisors will have 3 public readings of the proposed amendment to the Boone County Floodplain Management Ordinance and on the third reading the board will close the public portion and vote on the amendments.
